Applying for an MVV visa is done via the university once enrollment and financial issues are sorted (tuition payment and checking you have enough money to live). The university can only request a visa from the Immigration and Naturalization Service on behalf of the student only after:

  • enrolment
  • payment of tuition
  • confirmation of there being enough money to live

COVID-19 pandemic
You shouldn't defer your admission because of the pandemic, you can travel abroad with a student visa without any issues.
